SALARY: $3,047/month (SR11 ; BU63)

JOB LOCATION: HHSC Kaua’i Region – Kaua’i, HI

FUNCTION: This is a regional position located in the Human Resources (HR) department of Kaua’i Veterans Memorial Hospital (KVMH), Samuel Mahelona Memorial Hospital (SMMH), and The Kaua’i Region Clinics, which consist of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalaheo, The Clinic/Urgent Care at Po’ipu, and the Clinic at Kapa’a. These facilities are part of the Kaua’i Region, Hawai’i Health Systems Corporation, a public benefit corporation of the State of Hawai’i.

The Human Resources department administers the Hospital’s personnel program, including but not limited to personnel management, State personnel rules and regulations, collective bargaining contracts, preparing classification documents, handling workers’ compensation and labor relations issues, managing recruitment, and maintenance of personnel records and transactions.

The HR Clerk IV is responsible to perform a variety of clerical duties and responsibilities for the Kaua’i Region. This includes onboarding/orientation, benefit program administration, transactions, leave programs and other duties as assigned. This position requires travel to all facilities within the Kaua’i Region and will report directly to the Regional Chief Human Resources Officer (RCHRO), or its designee.


To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

Education: High school diploma preferred.

General Experience: One (1) year progressively responsible general office clerical experience.

Specialized Experience: Two (2) years of experience in an office where the work required the knowledge and application of pertinent human resources rules, regulations, procedures and program requirements.

Licensure: Current, valid driver’s license.

Certification: None required.

Supervisory Experience: *For certain positions in the Human Resources Clerk IV level and above, applicants must show that they possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.


Knowledge of: Thorough and comprehensive knowledge of supplementary manuals and instructions, policy statements and precedent cases.  

Ability to: Exercise sound judgment in selecting appropriate guidelines, from among various pertinent published and precedent case materials; deal with a variety of people under different circumstances, including pressure situations where information must be provided rapidly and accurately; provide substantive advisory and consultative services.  


Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily.

Working Conditions: Work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings. This position is subject to long hours and numerous interruptions and is required to report to either SMMH or KVMH as needed.

Physical Demands: Light physical effort (lift/carry up to 10 lbs.); occasional standing/walking.

Vision & Hearing Requirements: Ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid. Near acuity: the ability to see clearly at least 20 inches or less.
