POSITION TITLE: INFORMATION TECHNOLOGY SPECIALIST I-III

STATUS: Permanent / Full-Time (1.0 FTE)

SALARIES:  *Rates below are based monthly at 1.0 FTE*

  • IT Specialist II – $4,012 | SR18 | BU13
  • IT Specialist III – $4,337 | SR20 | BU13

LOCATION: HHSC Kaua’i Region – Kaua’i, HI

This position is located in the Data Processing / Information Technology department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region. Kaua’i Veterans Memorial Hospital (KVMH), Samuel Mahelona Memorial Hospital (SMMH), and The Kaua’i Region Clinics, which consist of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalāheo, The Specialty Clinic at Kalāheo, The Clinic/Urgent Care at Po’ipū, and The Clinic at Kapa’a, are all part of a public benefit corporation of the State of Hawai’i.

The IT/Data Processing department is responsible for the overall evaluation, planning, analysis, development, improvement, and support of the Kauai Region’s information technology systems and tools.

JOB FUNCTIONS: The Information Technology (IT) Specialists serve as desktop support analysts who provide support to all technology users of the Kaua’i Region. These positions are also responsible for implementing, maintaining, and supporting Kaua’i users, systems networks, and telecommunications; working in coordination with Kaua’i Region analysts, HHSC helpdesk and analysts, and at times analysts from other HHSC regions; working with senior staff in the testing of network, desktop and/or systems applications. All duties and responsibilities will be mutually allocated between each Kaua’i Region facility, based on their respective needs and criteria. 

The IT Specialists report directly to the Regional IT Manager I, or its designee. 

Candidates must be able to travel to all facilities within the Kaua’i Region. These positions may be subject to long and irregular hours, with evening, night, and weekend coverage as required. These positions provide leave coverage for other members of the data processing team within the region as well.

MINIMUM QUALIFICATIONS & REQUIREMENTS 

To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek. Also, please see below the additional requirements according to the level of the position.

Education: Bachelor’s degree from an accredited four (4) year college or university.

Certification: None required. 

Specialized Experience:  Progressively responsible work experience in information technology which involved systems analysis, design, programming, security and access management, database design, management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated
knowledge and understanding of information technology principles, methods, techniques, and practices; computer hardware, software, and peripheral equipment; and personal computer, server, mini, and/or mainframe operating systems

For IT Specialists I, no experience is required. 

For IT Specialists II, one-half (1/2) year is required. 

For IT Specialists III, one and one-half years (1-1/2) is required. 

DESIRED KNOWLEDGE & ABILITIES

Experience preferred – 1-year specialized experience in supporting hospital information systems which involves assessing/evaluating problems and requests and solving problems or escalating to senior analysts for assistance.

Experience preferred includes experience and basic knowledge in the following environment and systems:

  • Experience in a LAN and WAN environment where coordination with the corporate office and other regional offices is required.
  • Working knowledge of mini and/or mainframe systems and operations.
  • High level of competency with the installation and use of MS Office applications and working knowledge of PC business applications and database programs.
  • General MS Office Professional Application software – Word, Excel, PowerPoint, Access, Outlook, Sharepoint
  • General support applications – MS Project. VISIO.

Preferred hands-on experience in the following activities:

  • Troubleshooting and resolving user-identified application problems.
  • Application development process – analysis, design, code, test, and installation.
  • Experience in Computer Networks OSI Layer 1-3.
  • Application software upgrades – load, modifications, test, and cutover.
  • Experience and a high level of competency in PCs including hardware and software configuration and installation.
  • Experience with telecommunications technologies such as video teleconferencing, web conferencing, handheld devices, and wireless environments.

Experience in business writing for the creation of policies, procedures, training materials, operations manuals, technical documentation, newsletters, and other IT-associated documents.

Experience training computer users of all levels of expertise.

Analytical skills related to solving problems in time-critical situations, particularly where relations must be maintained with potentially difficult systems users.

Ability to take action with limited guidance in agreed areas of responsibility in a calm and rational manner, particularly where the service delivery requirements must be maintained in a time-sensitive situation.

Interpersonal skills at a level to function well in a wide range of administrative, management, and patient care environments and maintain a strong image of professional discipline.

WORKING CONDITIONS

Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily.

The IT Specialists will work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems.

These positions will pack/unpack and install/move computer equipment including but not limited to monitors, processor boxes, printers, uninterruptible power supplies, scanners, etc.  Installation and troubleshooting of systems include reaching, bending, squatting, carrying, and accessing difficult spaces such as under desks, in closets/ceilings, and in/behind cabinets and other storage facilities.
