POSITION TITLE: PROCUREMENT & SUPPLY SPECIALIST I

STATUS: Permanent / Full-Time (1.0 FTE)

SALARY: $3,708 per month at 1.0 FTE | SR16 | BU13

LOCATION: Kaua’i Veterans Memorial Hospital – Waimea, Kaua’i, HI

This position is located in the Materials Management department at Kaua’i Veterans Memorial Hospital (KVMH) of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region. KVMH, along with Samuel Mahelona Memorial Hospital (SMMH) and The Kaua’i Region Clinics, which consists of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalāheo, The Specialty Clinic at Kalāheo, The Clinic/Urgent Care at Po’ipū, and The Clinic at Kapa’a, are all part of a public benefit corporation of the State of Hawai’i.

The Materials Management department implements and directs the region’s Procurement policies and procedures to control the purchasing or lease of all goods and services from outside sources; purchases, negotiate, or reviews all purchase arrangements with outside sources; manages products in general use by establishing criteria for acceptability, cataloging, administering to ensure adequate processing and maintenance of reusable products; purchases and distributes supplies/equipment in a timely manner throughout the region; assists with the region’s contracts and general processing and maintenance of Capital Improvement Projects. 

JOB FUNCTIONS: The Procurement & Supply Specialist I receives orientation and training in the principles, statutes, techniques, work processes, and procedures related to government purchasing and supply functions; as a trainee, performs selected purchasing activities; and performs other related duties as assigned. This position reports directly to the Senior Contracts Manager I, position no. 55533, or its designee.

Candidates must be able to travel to and from different facilities within the Kaua’i Region as assigned based on operational needs.

MINIMUM QUALIFICATIONS & REQUIREMENTS

To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

Education: Graduation from an accredited four (4) year college or university with a bachelor’s degree. Excess work experience as described under the Specialized Experience, below, or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills, and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

Licensure: Possession of a valid motor vehicle operator’s license (Type #3).

Certifications: None required.

Experience: None required.

Knowledge of: English grammar, punctuation, and word usage; arithmetic; report writing.

Ability to: Learn the principles and practices of governmental purchasing and supply functions; gather, analyze and evaluate facts and data, make inferences, draw conclusions and recommend sound alternatives for action consistent with facts, circumstances, guidelines, etc.; learn to conduct effective interviews; speak clearly and effectively; prepare clear, complete, concise reports; maintain effective working relationships.

WORKING CONDITIONS

Applicants must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily.

COVID-19 VACCINATION REQUIREMENT

COVID-19 vaccination is a condition of employment for Hawai’i Health Systems Corporation.  After receiving a conditional offer of employment, all prospective new HHSC employees are required to be fully vaccinated against COVID-19.  New employees are required to provide confirmation of their full vaccination status by presenting their CDC vaccination card or VAMS Certificate prior to their start date.
