POSITION TITLE: HUMAN RESOURCES SPECIALIST III (WORKFORCE DEVELOPMENT COORDINATOR – KAUA’I COUNTY)

STATUS: Permanent | Full-Time (1.0 FTE)

SALARY: $4,858 per month | SR20 | BU13

LOCATIONS: This is a regional position located in the Human Resources department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. HHSC Kaua’i Region consists of Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both critical access hospitals; The Kaua’i Region Clinics; and its affiliates.

The Human Resources department administers the region’s personnel program, including but not limited to personnel management, State personnel rules and regulations, collective bargaining contracts, preparing classification documents, handling workers’ compensation and labor relation issues, managing recruitment, and maintenance of personnel records and transactions.

JOB FUNCTIONS: We are seeking a passionate individual who thrives in a dynamic environment and enjoys collaborating with diverse stakeholders to join our ‘ohana as the Human Resources Specialist (HRS) III (Workforce Development Coordinator (WDC) – Kaua’i County.

As the WDC, you will be responsible for overseeing the development, funding, budgeting, implementation, and evaluation of a county strategy for addressing the healthcare workforce priorities of the HHSC Kaua’i Region. This work involves high-level administrative responsibility for assisting the HHSC Kaua’i Region with a diverse range of economic, educational and workforce development program functions. The WDC will be responsible for creating, facilitating and supporting an employer‐led, industry‐sector‐focused education workforce coordination initiative that results in the attraction of talent, and informs worker-training needs to meet the demand from current and prospective employers; will develop relationships with local businesses and organizations, local school districts and post-secondary institutions, and community partners to identify and raise awareness of pathways and career opportunities in critical occupations.  Additionally, the WDC will help to place emphasis on improving the basic skills and employability of workers, providing upskilling/career training in targeted fields, and increasing collaboration and coordination of workforce development efforts.

Work is performed under general supervision of the Regional Chief Human Resources Officer (RCHRO), position no. 109573, or their designee with leeway allowed in the exercise of independent judgment. Incumbent must be willing and flexible to work non-traditional hours when needed (evenings and weekends). Does related work as required.

MINIMUM QUALIFICATION REQUIREMENTS

To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek. All applicants are required to provide evidence of all applicable education, licenses, and certifications. 

Education: Graduation from an accredited four-year college or university or an equivalent combination of education and experience.

License: Possession of a current, valid driver’s license type# 3 preferred.

Certifications: None required. 

Specialized Experience: One and one half (1½) years of specialized experience in any one or any combination of the following: recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research. 

Select Certification: Of the one and one half (1 ½) years of specialized experience, minimum one and one half (1 ½) years of experience or equivalent training in project management; business and industry experience preferred; demonstrated success in managing projects and programs that support client business objectives from concept through execution; experience in collaborating with physicians/providers of a variety of specialties.
