FUNCTION: This position is located in the Patient Financial Services Department of Kauai Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH). KVMH, SMMH, and Kauai Region Clinics are part of the Kauai Region, Hawaii Health Systems Corporation (HHSC), a public benefit corporation of the State of Hawaii.
Kauai Region Finance Dept. is responsible for a variety of fiscal services including patient registration, billing and collections, financial counseling, payer negotiations, price transparency, denial management, and health information management. The Patient Financial Services Dept. coordinates activities related to the planning, implementing, and maintaining all functions pertinent to the Patient Financial Services areas.
The Fiscal Management Officer, (Regional Revenue Cycle Officer), is responsible for enhancing and maintaining a high functioning revenue cycle process that incorporates a cross-department organizational structure. Revenue Cycle Officer must be able to meet performance goals to include cash, A/R days, denials reduction, and clean claim rates among open industry benchmarks. RCO is responsible for monitoring changes in the healthcare industry impacting the billing and collection efforts of the Kauai Region. The RCO provides leadership, management, and supervisory functions for billing, credit control, patient account maintenance, and revenue cycle oversight for the Kauai Region.
Position reports to the Regional Chief Financial Officer.
MINIMUM QUALIFICATION REQUIREMENTS:
Education: Bachelor’s degree from an accredited four (4) year college or university with at least 12 semester credit hours in accounting and/or auditing subjects.
Fiscal Management Experience: Five (5) years of professional accounting and/or auditing experience which involved participation in the preparation of budgets and the development of long-range financial plans. Of the five (5) years professional work experience, two (2) years must have demonstrated working experience in a health care setting. Additionally, of the five (5) years of professional accounting and/or auditing experience, five (5) years of medical billing experience and working as a department manager in billing, accounting, or information systems is preferred.
General knowledge of public and private health care programs including billing, credit, collection and account maintenance activities of a healthcare institution. This experience must have provided familiarity with, and knowledge of health insurance programs; general financial practices of healthcare providers; and the ability to evaluate the bases of medical rates and costs required. Critical Access Hospital experience is nessesary
Supervisory Experience: One (1) year supervisory experience which demonstrated the applicant’s knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered; e.g., the experience must have demonstrated that the applicant has (1) a good working knowledge of the theories, principles, practices and techniques of hospital revenue cycle management; (2) the ability to devise and modify methods, techniques and procedure, and to gather and analyze facts and draw sound conclusion there from; and (3) a working knowledge of governmental organization and functions.
Certification: None required.
Desired Skills & Abilities:
Knowledge of the principles and practices of hospital revenue cycle management and all governing rules and regulations.
Must have thorough knowledge of hospital/physician admission, registration, billing, and collection procedures; extensive analytical skills and ability to meet deadlines; knowledge of third party requirements, Medicare/Medicaid regulations, and electronic filing of claims; excellent customer service skills required to deal with internal and external customers, departments and facilities, associates and physicians, various committees, vendors and governmental agencies.
Must have high level of accuracy and attention to detail, flexibility, and ability to attend to competing priorities in an efficient and timely manner while prioritizing effectively in a team environment.
Type/keyboard. Use phone, fax, copier, and computer. Organize/coordinate, analyze/interpret, problem solve, make decisions, plan, communicate, prepare written communications, and prepare transaction documents.
