POSITION TITLE: HUMAN RESOURCES CLERK IV (REGIONAL)
STATUS: Permanent | Full-Time (1.0 FTE)
SALARY: $3,484 per month | SR11 | BU63
LOCATION: This is a regional position in the Human Resources (HR) department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. The HHSC Kaua’i Region consists of Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both critical access hospitals; The Kaua’i Region Clinics; and its affiliates.
The HR department administers the human resources programs for the Kaua’i Region. This includes human resources management, State human resources rules and regulations, collective bargaining contracts, and maintenance of human resources records and transactions. The unit provides service to line managers in the areas of labor relations, recruitment & examination, classification & compensation, administrative services, workers’ compensation and safety, and laws/regulations that affect the employer/employee relationship.
JOB FUNCTIONS: We are looking for a motivated individual who is passionate about human resources and is eager to contribute to a thriving organization! In this position, you will be responsible for a variety of essential HR duties, including onboarding and orientation, benefits program administration, HRIS transactions, leave programs, and other duties as assigned. Your contributions will directly impact our workforce and help foster a positive and engaging work environment.
This position involves access to sensitive employee information, so strict confidentiality is required at all times. Candidates must demonstrate a strong commitment to maintaining the privacy and security of employee data throughout their employment. Additionally, candidates must exhibit flexibility, as this position may necessitate extended hours and travel to various facilities within the Kaua’i Region to fulfill operational needs.
The HR Clerk IV (Regional) reports to the Regional Chief Human Resources Officer (RCHRO), position no. 109573, or its designee.
MINIMUM QUALIFICATION REQUIREMENTS
To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. In addition, qualifying work experiences are credited based on a 40-hour workweek. All applicants are required to provide evidence of all applicable education, licenses, and certifications.
Education: High School diploma or equivalent preferred.
Licensure: Possession of an active, valid State of Hawai’i type# 3 driver’s license preferred.
General Clerical Experience: One (1) year of progressively responsible general office clerical experience.
Specialized Experience: Two (2) years of experience in an office where the work required the knowledge and application of pertinent human resources rules, regulations, procedures, and program requirements.
DESIRED SKILLS
Knowledge of: Arithmetic (addition, subtraction, multiplication, division), filing, and other general office work; standard English language communication skills to speak, read, and write effectively; function of the organizational unit in which employed and its role within the human resources office and department; specific portions of Hawaii Health Systems Corporation and departmental policies and procedures and forms pertinent to the work performed; and workflow procedures; functions and roles of related organizations within and outside the department; pertinent authoritative source documents used such as Federal laws, State civil service regulations, BU contracts, precedent cases, department policies, procedures and guides, etc.
Ability to: Read and understand detailed but uninvolved procedural guidelines, informational materials, etc.; learn and carry out procedures in human resources clerical work systems per established guidelines and procedures; convey routine information orally and in writing; operate common office equipment; and work tactfully and politely with others. Some positions may require to type; obtain information following established procedures; prepare simple narrative and numerical reports; and maintain records; understand and apply pertinent regulations, policies, contract agreements, procedures, etc., and exercise initiative and judgment in selecting the most appropriate guide, precedent case, etc.; deal tactfully and effectively with others; and prepare correspondence and reports. For some positions, the ability to train, supervise, and evaluate the work of others; deal with a variety of people under different circumstances, including pressure situations where information must be provided rapidly and accurately; and provide substantive advisory and consultative services.
Additional Skills: Proficiency in Microsoft Office – Word, Excel, PowerPoint, Outlook; excellent organizational, interpersonal, and communication skills; strong problem-solving and multitasking abilities.
