POSITION TITLE: INFORMATION TECHNOLOGY SPECIALIST I – IV (EHR SPECIALIST)

STATUS:  Permanent / Full-time (1.0 FTE)

LOCATION: This position is a regional position and is located in the Data Processing department of Samuel Mahelona Memorial Hospital (SMMH), Kaua’i Veterans Memorial Hospital (KVMH), and The Kaua’i Region Clinics, which consist of The Clinic at Waimea, The Clinic at Port Allen, The Clinic at Kalaheo, The Specialty Clinic at Kalaheo, The Clinic/Urgent Care at Po’ipu, and The Clinic at Kapa’a is all part of the Kaua’i Region, Hawai’i Health Systems Corporation, a public benefit corporation of the State of Hawai’i.

The Information Technology Department is responsible for the overall evaluation, planning, analysis, development, improvement, and support of the Kaua’i Region’s information technology systems and tools.

JOB FUNCTIONS: The Information Technology (IT) Specialist I- IV (EHR Specialist) coordinates, facilitates, and assists with the development, ongoing maintenance, evaluation, and optimization of a region-wide electronic health records system. Responsibilities include direct support to Kaua’i Region clinicians (physicians, nurses, pharmacists, ancillary and other interdisciplinary team members) in their use of our EHR system; competency validation; evaluating and optimizing internal workflows; and serving as a liaison between our EHR system and EHR vendor to communicate necessary technical enhancements and troubleshooting issues.  Responsible to engage, facilitate, and encourage collaboration among facilities/SMEs and end users to accomplish these outcomes.  The position may be required to work shifts, weekends, holidays, irregular hours, and long hours.  It requires travel to each facility, and clinic, and may require off-island travel for training or education on the EHR.

This position reports administratively to the IT Systems Manager I or its designee.

MINIMUM QUALIFICATIONS REQUIREMENTS

To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek.

Education:  Graduation with a bachelor’s degree from an accredited (4) year college or university.  Major coursework in Information Systems, Computer Science, or a closely related field.

Specialized Experience: Progressively responsible work experience in information technology which involved systems analysis, design, programming, security and access management, database design, management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated
knowledge and understanding of information technology principles, methods, techniques, and practices; computer hardware, software, and peripheral equipment; and personal computer, server, mini, and/or mainframe operating systems:

For IT Specialists I, no experience is required. 

For IT Specialists II, one-half (1/2) year is required. 

For IT Specialists III, one and one-half years (1 ½) is required. 

For IT Specialist IV, two and a half (2 ½) years is required. 

Work experience with Cerner Community Works Electronic Health Records system as a subject matter expert (SME) preferred.

Certification: None required.

WORKING CONDITIONS

The employee must be physically able to perform, efficiently and effectively, the essential duties of the position which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted, and the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily; may be exposed to infections and contagious diseases.  Able to work in a stressful environment; dealing with multiple tasks and various people; subject to long hours and irregular schedules.  May be required to work shifts, weekends, and holidays.

COVID-19 VACCINATION REQUIREMENT
