POSITION TITLE: INFORMATION TECHNOLOGY SPECIALIST I-IV (SYSTEMS/NETWORK ANALYST)

LOCATION: This position is regional and is located in the Data Processing department of the Hawai’i Health Systems Corporation (HHSC) Kaua’i Region, a public benefit corporation of the State of Hawai’i. HHSC Kaua’i Region consists of Kaua’i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both critical access hospitals; The Kaua’i Region Clinics; and its affiliates.
The Data Processing department is responsible for the overall evaluation, planning, analysis, development, improvement, and support of the Kaua’i Region’s information technology systems and tools.
JOB FUNCTIONS: We are actively searching for a dynamic and enthusiastic individual who thrives in a fast-paced environment and enjoys solving challenges to join our ‘ohana as our Information Technology (IT) Specialist (Systems/Network Analyst).
As the IT Specialist, you will serve as a Systems/Networks Analyst and as the liaison between the Data Processing / IT department and the users of the automated systems of the Kaua’i Region facilities. This position is responsible for implementing and maintaining computer networks, servers, workstations, and software to support effective use of process and data for Kaua’i Region facilities. This position works in coordination with Kaua’i Region analysts, HHSC helpdesk and analysts, and at times analysts from other HHSC regions in testing network systems, hard wares, and/or system applications,. All duties and responsibilities will be mutually allocated between each Kaua’i Region facility, based upon their respective needs and criteria. This position requires travel to all facilities within the Kaua’i Region. May be subject to long and irregular hours, with evening, night, weekend, and holiday coverage as required. This position provides leave coverage for other members of the data processing team within the region.
This position reports administratively to the IT Systems Manager I, position no. 57592 or its designee.
MINIMUM QUALIFICATIONS REQUIREMENTS
To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience are credited based on a 40-hour workweek. All applicants are required to provide evidence of all applicable education, licenses, and certifications.
Education: Graduation with a bachelor’s degree from an accredited (4) year college or university. Major coursework in Information Systems, Computer Science, or a closely related field.
Licensure: Current, valid type# 3 driver’s license preferred.
Certification: None required.
Specialized Experience: Progressively responsible work experience in information technology which involved systems analysis, design, programming, security and access management, database design, management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated
knowledge and understanding of information technology principles, methods, techniques, and practices; computer hardware, software, and peripheral equipment; and personal computer, server, mini, and/or mainframe operating systems:

*For the IT Specialist IV and higher levels, at least one year of the required specialized experience must have been at the fully competent level comparable to the IT Specialist III level.
Preferred Experience: Experience in a healthcare systems and setting preferred.
DESIRED SKILLS
Experience preferred – 2 years specialized experience in hospital computer systems, which involves defining users’ and business requirements, analysis and design of network/hardware solutions, evaluation and implementation of systems and networks with preferably at least 1 year in a healthcare or healthcare support facility.
Experience preferred includes experience and basic knowledge in the following environment and systems:
- Experience in LAN and WAN environment with Microsoft Server and other network related tools for systems and network administration are utilized.
- Experience in a LAN/WAN environment where coordination with corporate office and other regional offices is required.
- High level of competency with the installation of wiring, network equipment, servers, workstations, MS Office applications and working knowledge of PC business applications and database programs.
- Experience in Cisco WAPs, WAP Controllers and ISE Server.
Experience preferred includes experience and basic knowledge in the following:
- Network security applications and tools.
- Operating systems
- General MS Office Professional Application software – Word, Excel, PowerPoint, Access, Outlook.
- General support applications – MS Project. VISIO.
- Other applications – Communications. Hospital specific applications.
Preferred hands-on experience in the following activities:
- Systems/Networks assessment and development process – analysis, design, procure, test and install.
- Systems/networks upgrades and maintenance – bandwidth assessments, implementation, test, cutover, and evaluation.
- Experience and a high level of competency in PCs including hardware configuration and installation.
- Experience with telecommunications technologies such as video teleconferencing, web conferencing, handheld devices, and wireless environments.
- Experience in business writing for creation of policies, procedures, training materials, operations manuals, technical documentation, newsletters, and other IT associated documents.
- Experience training computer users of all levels of expertise.
Knowledge of: Basic mathematics; research methods and techniques; problem solving methods and techniques; report writing; IT principles, concepts and technical aspects of responsible IT specialty area; use of auxiliary and peripheral IT equipment; functions of various computer operating systems; i.e., computer network, desktop, and/or mainframe and their applications. Incumbents must also possess the ability to learn equipment installation work activities and to document programs, operating instructions and procedures; Principles, and methods to identify, analyze, specify, design and manage functional and infrastructure requirements; planning, organizing, prioritizing and evaluating programs/projects; principles, methods or tools for developing, scheduling, coordinating and managing projects and resources.
Ability to: Gather information from various sources; analyze and evaluate data logically; solve problems and draw logical conclusions; perform work thoroughly with attention to detail; communicate clearly and concisely both orally and in writing; prepare clear, complete and concise reports; and establish and maintain effective work relationships with others; understand, interpret and apply technical written materials, laws, rules, policies and procedures to specific issues; evaluate the effectiveness of, or identify the need for appropriate computer programs or information systems; make sound and objective decisions; conduct studies of work processes and make sound recommendations; identify, analyze and resolve errors and problems logically and systematically; take action with limited guidance in agreed to areas of responsibility in a calm and rational manner, particularly where the service delivery requirements must be maintained in a time sensitive situation; Advise others on pertinent technical and/or non-technical matters. Must also have the ability to plan efficient layouts, work flow procedures and processes and then integrate these into a complete data processing systems plan.
- Analytical skills related to solving problems in time critical situations, particularly where relations must be maintained with potentially difficult systems users.
- Interpersonal skills at a level to function well in a wide range of administrative, management and patient care environments and maintain a strong image of professional discipline.
WORKING CONDITIONS/HEALTH & PHYSICAL REQUIREMENTS

Working Conditions
- Work in an office environment with prolonged sitting and extended periods of working with a personal computer and in meetings with various users and vendors of the automated systems.
- Pack/unpack and install/move computer equipment including but not limited to monitors, processor boxes, printers, uninterruptible power supplies, scanners, etc.
- Installation and troubleshooting of systems includes reaching, bending, squatting, carrying, and accessing difficult spaces such as under desks, in closets/ceilings, and in/behind cabinets and other storage facilities.
- May be exposed to infections and contagious diseases.
