We are currently seeking for an organized, detail-oriented individual with strong analytical and problem-solving skills to join our growing ‘ohana as our Contracts Manager II! As the Contracts Manager II, your responsibilities will be to assure the adequate provisioning of all goods, supplies, services, equipment, material, construction and maintenance; including extensive procurement, contracting and purchasing functions for the Kaua’i Region. In addition, the Contracts Manager II will provide acquisition guidance, support, advice, instruction, training and recommendations to enhance contracting and procurement capabilities while maintaining adherence to all Federal, State, and regional regulations. This position is also responsible for developing and implementing policies and procedures for the department to support all activities of the Kaua’i Region, including any other duties as assigned. This position reports to the Regional Chief Financial Officer, position no. 109672, or its designee.

MINIMUM QUALIFICATION REQUIREMENTS

Specialized Experience: Except for substitutions provided for elsewhere, applicants must have one and one-half (1 ½) years of progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services in order to:

  • Develop specifications for formal bids and/or update existing specifications to ensure their currency and applicability.  This experience must have demonstrated knowledge of documentation requirements for formal purchases (e.g., standard bonding requirements, severability, special provisions, etc.), an understanding and use of common purchasing resources (e.g., manufacturers’ catalogs, buyers’ guides, etc.) and purchasing methods and practices; and
  • Conduct research and studies on products, such as life cycle or in-use cost studies; testing, evaluating and reporting on alternative products, and/or comparable studies in order to make purchasing recommendations to management. This experience must have involved identifying and gathering pertinent data, analyzing and evaluating data gathered, considering alternatives and their implications and recommending alternatives for action.
  • Preparing proposals or formal requests for proposals for contractual services which involved the application of professional judgement and analysis in determining contract terms and conditions and/or developing proposals to meet such requirements.
  • Evaluating, developing, negotiating, or revising the content of proposals and/or contracts.
  • Monitoring and evaluating the performance of contracted parties to ensure compliance with the terms and conditions stipulated in the contracts.

Select Certification: Of the one-and a half (1 ½) years of specialized experience, must possess one and a half years of experience in a hospital or health care setting within the previous two (2) years. Previous work experience in Contracts/Materials Management preferred.

As an ASO I, you will be responsible for overseeing and ensuring HHSC Kaua’i Region’s compliance with the Joint Commission’s Environment of Care (EC), Emergency Management (EM), Life Safety (LS) chapters relating to accreditation, Medicare and Medicaid, National Fire Protection Association (NFPA), as well as all federal, state and county agencies whose jurisdiction involves the environment of care and the physical safety/security of employees, patients and visitors.
